I'm sure the hands are raised to steady Jesus although maybe some in the boat had an idea of lightening the load.

When I was on the Sea of Galilee (also known as the Lake of Tiberias) I was told by a knowledgeable person, that the lake is given to flash storms or squalls. The lake itself is somewhat below sea level and surrounded by higher ground that looks like hills and mountains. Apparently, when a strong wind comes in at a certain angle, it churns up the water to metres high waves, in a matter of minutes. When the wind dies down, after an hour the water would be calm as per normal. Reading Mat 8: 24 - 27 it sort of coincide with what I have been told. He rebuked the wind and the water.
